Hiring Range: $91,000 – $102,250 per year (depends on experience and qualifications)
Full Wage Range: $91,000 – $114, 887 annually

JOB SUMMARY:   Quality assurance responsibilities to ensure all federal, state, regional, and county mental health, substance use disorder regulations and contractual requirements are met. Provides mental health intakes, substance abuse assessments, individual and group treatment to clients and their families, and crisis and case management services. Works cooperatively and effectively with the public and other employees.

 Supervisory Responsibilities:
Oversee licensed and non-licensed staff in the department’s Substance Use and Mental Health Programs.
Recruit, hire, orient, evaluate, and develop clinical staff.
Ensure proper credentialing and training of staff.
Provide individual and group supervision, develop clinical practice protocols, and facilitate teamwork.

Licenses and Other Requirements:
Master’s degree in mental health counseling, social work, or related field.
Washington State Mental Health Professional credential (dual licensure preferred).
Valid driver’s license and clean driving record.
Pass background checks and meet supervisory requirements per WAC regulations.
No history of substance misuse within three years.

Knowledge and Abilities:
Advanced understanding of management, quality assurance, and Evidence-Based Practices.
Knowledge of substance use and psychiatric disorder treatment methods.
Familiarity with Federal, State, and local health laws and standards.
Ability to integrate services across multiple care systems.

Maintain required professional credentials.
Follow Department and County policies and procedures.

Staff Supervision & Development:

Direct supervision of clinical staff.
Conduct performance evaluations and promote professional development.
Ensure compliance with Federal, State, and contractual requirements.

Program Oversight:

Develop and ensure adherence to clinical protocols.
Maintain “audit-ready” records for Quality Assurance.
Coordinate with primary care and promote integrated services.

Knowledge & Compliance:

Stay informed on Federal, State, and local laws, regulations, and policies.
Knowledgeable about Evidence-Based Practices and quality measures.
Promote cultural sensitivity and diversity awareness.

Clinical & Community Engagement:

Provide mental health and substance use disorder assessments.
Coordinate care across systems and with community partners.
Represent the department in community education and engagement.

Technology & Records Management:

Manage and monitor the electronic medical records system.
Ensure compliance with HIPAA, HiTech, and CFR42 regulations.

Risk Management:

Provide leadership during critical incident reviews.
Participate in risk management and maintain patient advocacy.

Direct Services:

Perform Designated Crisis Responder (DCR) duties when required.
Deliver direct services, including intake assessments and recovery plans.

Communication & Special Projects:

Prepare presentations and executive-level correspondence.
Execute special studies, projects, and other tasks as assigned.

WORKING CONDITIONS:
Work in diverse community settings, including homes, schools, hospitals, and jails.
Risk of exposure to volatile behaviors and contagious diseases.
Periods of sitting, standing, and walking; occasional lifting of up to 30 pounds.
Routine travel and variable after-hours availability, including evenings and weekends.
