Job Description

Employee in this position directs the Facilities department of Island County and is responsible for the supervision of all functions, projects and activities, including capital projects, property management, facility maintenance and repairs, and custodial activities.

Job Duties 

Oversees and prioritizes work requests, bid reviews, timesheet preparation, inventory management, and budgeting (current expense, capital, REET 1 funds); provides contractor recommendations to the Board of County Commissioners.  Directs ongoing building equipment maintenance and repair; inspects facilities and advises the Board on maintenance needs. Communicates with other County leaders to identify and resolve facility-related concerns.
Coordinates major building projects, including contractor selection for assessments, design, and construction.  Develops and oversees specialized staff training and manages the work of maintenance and custodial employees. Develops labor resource estimates based on established work.
Provides record keeping for life-safety items: inspections (fire sprinklers/alarms/smoke dampers/exit lighting/emergency generator), material safety data sheets and hazardous chemical training worksheets.
Oversees procurement procedures such as preparing bid specifications for repair and remodel projects. Purchases building components, equipment, parts and maintenance supplies for the department.
Liaises with State and local inspectors regarding various inspections, including, but not limited to: electrical, elevator, plumbing, and fire safety.
Leads county-wide performance contracting projects and energy cost saving initiatives. Monitors energy consumption with the intent to improve efficiencies in building operations.
Manages capital improvement projects from budgeting through completion.
Manages county building properties. Locates properties to lease or purchase, coordinates lease market assessments and negotiates leases for buildings and land. Executes property purchases for County use as directed by the Board.
Develops short- and long-term Facilities goals and objectives, and recommends multi-year plans for upgrades, replacements and acquisitions.
Establishes policies, procedures and protocols for Facilities operations.
Performs emergency repairs of buildings/equipment during and after normal working hours. This position is expected to be on-call 24/7 for urgent facility-related matters. .
Performs other duties as assigned.

Knowledge, Skills & Abilities

Experience and/or familiarity with management and supervision techniques, budgeting, and purchasing procedures.
Capable of writing, reviewing, and managing contracts for maintenance and repair projects.
Thorough understanding of applicable City, County, State, and Federal codes and regulations related to building construction, maintenance, accessibility (ADA), safety systems, indoor air quality, ventilation, and property management.
Must be able to pass Washington State Patrol background check.

Familiarity with:
HVAC systems, including air balancing and indoor air quality testing
Electrical systems and schematics, live circuit safety, and troubleshooting
Plumbing infrastructure (boilers, valves, meters, softeners, backflow prevention)
Mechanical and pneumatic control devices
Roofing, flooring, painting, and lighting installation and repair
Fire safety (wet/dry sprinklers, alarms), prison locks, and security systems
Emergency power systems (generators, switchgear)
Custodial equipment (buffers, burnishers, extractors)

Ability to:
Read and interpret blueprints (structural, mechanical, electrical, plumbing)
Clearly communicate technical concepts verbally and in writing to a variety of audiences
Analyze and resolve complex electrical/mechanical issues while under pressure
Supervise staff across shifts and locations; foster effective working relationships with staff, County leadership and vendors
Proficiently utilize computer applications and industry-relevant software programs

Education, Experience & Certifications

Experience in the following technical areas is preferred:
Project Management
Fundamentals of HVAC equipment
Principles of cooling tower water treatment
Indoor Air Quality Training
Facilities Compliance with ADA
Water Resource Management

Minimum of five years of project management experience, including preventive and electrical system maintenance is preferred.
Five years of managerial experience.
Bachelor’s degree in related Engineering specialty, public or business administration or in any field related to the development/management of facilities and/or property preferred. Years of experience may be substituted for education. Public sector experience preferred.
