POSITION TITLE:  Project Manager

DEPARTMENT:  Public Works

REPORTS TO:   Public Works Director/County Engineer

RATE OF PAY:  $73,357.29 to $85,256.62/year DOQ  (Position is “at will”)

SUMMARY:  The purpose of this position is to provide subprofessional-level engineering and administrative work to the Asotin County Public Works Department.   Work performed through this position includes leadership and participation in engineering design and construction, right-of-way acquisition, project management, consultant management, project team leadership, and other duties as assigned.

NATURE OF WORK:

This position requires accomplishment of responsible subprofessional-level engineering and administrative work.  Duties entail oversight of office and field activities related to the delivery of projects and implementation of project planning.  Oversight responsibilities are expected during survey and design, construction inspection, and other miscellaneous public works engineering and construction as assigned.  The manager will be responsible for coordinating/assigning and participating in work accomplished by support employees.

Specifically, this position requires the participation and team leadership of technical employees in the following areas:

• Road design and construction.
• Storm sewer design, construction, and maintenance.
• Bridge construction.
• Landfill design and construction.
• Other projects as assigned.

This position requires judgment and discretion with regard to the interpretation of statutes, regulations, and county policies.  Work within this job classification requires contact with federal, state, and local governmental agencies, private contractors, consulting engineers, and the general public.

Work within this category is normally performed in an office setting and requires the use of field and office equipment including but not limited to light-duty vehicles, calculators, survey equipment, personal computers, computer software, and drafting equipment.  The manager will be responsible for ensuring that assigned engineering projects meet current standards, are constructed in accordance with plans and specifications, and meet all applicable requirements for public use.

EXAMPLE OF DUTIES:

This position will require responsible execution of assigned engineering job duties and responsibilities.  Examples of these duties and responsibilities include but are not necessarily limited to the following:

• Supervise and participate in surveying and design of all county roads, bridges, storm sewers, and sanitary landfill facilities.
• Field engineer responsible for orderly completion and daily administration of county construction projects and liaison between contractor and Public Works Director/County Engineer.
• Participate in obtaining/identifying Federal, State, and local funding for projects.
• Track project costs and coordinate cost reimbursement through identified Federal, State, and other agencies.
• Procure consultants as needed for project design and construction support.
• Procure and manage construction contractors/contracts.
• Coordinate with Federal, State, and local agencies, as well as other county departments.
• Manager responsible for oversight of right-of-way acquisition for county road projects.
• Assist in the development of short- and long-term road programs, particularly the County 6-Year Transportation Improvement Plan.
• Project engineer responsible for daily administration of county road construction projects including cost tracking and budget monitoring.
• Participate in public informational activities including meetings, seminars, and demonstrations.
• Coordinate and oversee compliance with utility construction and repair policies as they pertain to county roads.
• Confer daily with design and field technicians regarding road or other public works activities.
• Coordinate, oversee, and participate in public engineering-related functions including updating maps, assisting with public questions, and addressing public concerns.
• Delegate responsible activities to support personnel and evaluate their work performance and accomplishments.
• Counsel, coach, and motivate support personnel to perform their job functions efficiently and harmoniously.
• Coordinate with the media and make statements as needed

LEADERSHIP EXERCISED AND SUPERVISION RECEIVED:

Leadership is exercised directly over team support employees that are identified for each project.

Position works under the direction of the Public Works Director/County Engineer who directs and oversees all activities and assigns work assignments at his discretion.  The Public Works Director/County Engineer reviews all work for adherence to established engineering practices and all pertinent public and engineering policies.

SELECTION CRITERIA:

Knowledge:

The following are requirements for knowledge for the successful completion of job duties associated with this position.

• Considerable knowledge of practical civil engineering design and construction methods and techniques related to roadways and other associated elements of the county road, bridges, and landfill system.
• Knowledge of the processes involved in procurement and management of various Federal, State, and local funding sources.
• Knowledge of environmental processes and permits involved in the execution of Public Works projects.
• Knowledge of mathematics, surveying, and trigonometry.
• Knowledge of subordinate management principles and practices.
• Knowledge of current literature, trends, and developments in public works.

Ability:

The following are requirements for the ability to successfully complete job duties associated with this position.

• Ability to develop and interpret engineering plans and specifications.
• Ability to oversee, plan supervise, and coordinate work of team technical support personnel as well as hired consultants.
• Ability to clearly express ideas in verbal and written form.
• Ability to work effectively as a team player with and under the direction of the Public Works Director/County Engineer.
• Ability to apply modern civil engineering methods and techniques to various Public Works Department functions.

EXPERIENCE AND TRAINING:

Bachelor of Science degree in civil engineering, six (6) years of civil engineering experience, and possession of a valid engineer-in-training (EIT) certificate necessary to provide the knowledge and ability required.

Substituting any combination of experience, education, or training which provides the level of knowledge and ability demonstrated and required, for civil engineering practice.
