BASIC FUNCTIONS:
Under the direction of the County Manager, the Deputy County Manager provides support for the administrative operations of County government. The Deputy County Manager performs research, analysis and project implementation work in a highly responsible and technical manner including program, contract, budgetary, special project and policy analysis and development. The Deputy County Manager represents the County on various cross-jurisdictional initiatives, working groups and other collaborations. The Deputy County Manager will be responsible for the supervision of staff and Department Heads, and for the planning, organization and direction of the services provided in the areas of Information Technology, Communications, Public Records, and Public Defense. This position acts as backup and support to the County Manager for County Council, and generally acts in the County Manager’s stead as required.
MINIMUM QUALIFICATIONS: Bachelor’s Degree in Public Administration, Business Administration, or related field, and at least five years of progressively responsible managerial experience, typically in a local government setting; or any equivalent combination of education, training, and experience which demonstrates the knowledge, skills and abilities to perform the essential functions of the job. Demonstrated strong interpersonal and communication skills required.
PREFERRED QUALIFICATIONS: Master’s degree in public administration, policy, planning, or related field.
EXAMPLES OF ESSENTIAL DUTIES:
1. Departmental Supervision: Supervises and supports County Information Technology, Communications, Public Records and Public Defense. Performs the full range of managerial oversight for assigned departments including review of organizational structure, budget, staffing levels, financial management, planning, program oversight, performance management and general departmental accountability.
2. County Manager Backup and Support: Supports and acts as backup to the County Manager for County Council meetings, projects, and communications, as well as helping to implement the goals and public policy direction of Council. Supports and acts as backup to the County Manager in continuous monitoring and evaluation of service quality and efficiency. Recommends and implements action to maintain and improve services.
3. Project Management: Work independently and supports interdepartmental coordination on projects. Ensures appropriate project scope and stakeholder participation, timeliness of delivery, track resources, and keeps County Manager or others informed on status.
4. Policy Development: Review, analyze, and evaluate various issues and special projects with cross-agency impact as assigned; gather and interpret data, make recommendations, draft policies, and provide reports or presentations to County Manager, County Council, or others.
5. Regional Initiatives: As directed, represent the County on various regional initiatives and serve on working groups and collaboratives comprised of regional partners and agencies.
6. County Liaison: As directed, serve as the liaison for the County by participating in public meetings, making presentations to various groups, and providing information concerning the County’s business; monitor current events and issues that may impact the County.
7. Contract Management: Assist in the management of contracts, including routing and completion through partnership with departments and Prosecuting Attorney’s office.
8. Teamwork: Establish and maintain effective working relations with County staff, Council, outside organizations and residents. Respond to resident requests for assistance.
9. Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42.52.
10. Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Collaborative and thoughtful leadership skill set; ability to lead and grow staff.
Thorough understanding of business and management principles, especially those involved in strategic planning, project management methods, and the allocation of resources.
Ability to manage and deliver a complex project portfolio.
Ability to manage and leverage the skills and knowledge of interdisciplinary working groups.
Superior written and verbal communication skills.
Excellent analytical and creative problem-solving skills.
Advanced skills in Excel and PowerPoint.
Experience and expertise in the areas of financial management, strategic planning, technology, and communications.
Ability to constructively collaborate with various individuals with a variety of perspectives.
PHYSICAL AND MENTAL REQUIREMENTS:
· Work requires continuous sitting and operation of a computer including keyboard and mouse operation
· Frequent standing and walking
· Involves talking and hearing in person and on the phone
· Vision abilities required by this job include close vision and the ability to differentiate colors and read computer monitor.
· Deals with customer stress and deadlines, which may require overtime, flexibility of time
· This position requires attention to detail and communication skills
WORKING CONDITIONS: Work is performed in a normal office environment or may be performed irregularly by telecommuting, with occasional off-site work and meetings, as dictated by County needs. Deadlines and volume of workload create stressful conditions at times, meeting department/public demand for services and/or information. Occasionally works evenings, weekends and holidays in order to meet deadlines. Occasional local and out-of-County travel for training or meetings.
