Serves for the purpose of regulatory compliance as referenced within the adopted Construction Codes, Revised Code of Washington (RCW), and Washington Administrative Codes (WAC’s). Oversee and manage the operations of the Building Safety Program of the Community Development Department.

Ensure the regulations of construction work and/or conditions involving the development, use, and maintenance of land and structures to secure compliance with pertinent and related state-amended statutes and municipal codes. Assist with emergency operations and other enforcement and support efforts required to support the County building program.
Responsible for performing a full scope of assigned duties related to staff supervision, code enforcement, inspection process and plan review of residential, commercial, industrial buildings and other structures or facilities.
Oversee the enforcement of all provisions of the state building codes as adopted by the State Building Code Council comprised of the International Building Code, Fire Code, Mechanical, Uniform Plumbing, Accessibility Codes, Energy and other related state and local regulations and ordinances.
Recommend, develop, implement, and administer policies and procedures for effective and efficient operations. Develop and recommend code interpretations.
Assists in the management of operations to achieve goals and objectives within allocated fund limitations and available personnel. Oversee inspections during construction, alteration, or repair for compliance with state and local codes and/or ordinances.
Responsible for assigning, training, supervising, and evaluating the work performance of assigned staff.
Supervise and participate in the examination of plans and detailed specifications for compliance with State and local codes, standards, and ordinances. Analyze technical and complex building components and systems for compliant alternative materials or methods of construction.
Coordinate the resolution of inquiries, complaints, problems, or emergencies affecting the availability or quality of services. Respond to sensitive or complex inquiries or service complaints.
Punctual and reliable attendance.
Travel and attend functions as directed.
Perform other duties as assigned.
Knowledge of:
Building department administration, legal aspects, budgeting, emergency operations including the Incident Command System (ICS) for active and post-incident review of earthquake damage (ATC-20) and flood damage (ATC-45) under the State WASafe/Washington Building Officials Emergency Response Program.
Principles & practices of engineering criteria, including building, soil reports & foundation engineering reports prepared by registered professionals for plan review and construction purposes.
Principles and practices of development and execution of the permit process, inspection and code enforcement methods, techniques, processes, procedures, and related documents.
Principles of the National Flood Damage Protection requirements for the county and applicable statutes governing flood damage protection.
Application of Washington State amendments to the International Codes and related standards or other applicable regulations governing the development, construction, use and maintenance of land and structures.
Management and supervision principles and best practices.
Practices, principles, and procedures of planning.
Laws, rules, and regulations applicable to building, planning, and permitting.
Skill in:
Fiscal management, to include budget preparation, expenditure control and documentation.
Application of the International Building, Mechanical, Uniform Plumbing, and Washington State Energy Codes.
Reading and interpreting construction plans and specifications.
Ability to:
Interpret development codes and land use regulations.
Plan, organize and oversee assigned work programs.
Develop division program goals and objectives.
Analyze and evaluate operations and develop and implement corrective action to resolve problems.
Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues.
OTHER JOB DUTIES:
May be required to obtain additional education as required to conduct business functions.
Minimum Qualifications
(Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job may be considered.)
College coursework in architecture, engineering technology, inspection technology or other closely related field.
Five (5) years of experience working as a building official, deputy building official or other supervisory position.
Achieve Certification as a WASafe/WABO State Emergency response and management program responder related to seismic post-disaster response within twelve (12) months of hire.
Experience with state and federal statutes and amendments related to Codes adoption, Dept. of Ecology, FEMA NFIP-Flood Damage Prevention and State Clean-air Standards.
Experience with State and Local disabled accessibility statutes pertaining to state-adopted Codes.
Possession of International Code Council (ICC) credentials as a Building Official, Residential and Commercial Building, Plumbing and Mechanical Inspector or Plans Examiner; Disabled Access Accessibility Plan Reviewer-Inspector.

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:
Valid Washington State driver’s license
This position is required to follow chapter 13 of the Mason County Personnel Policy. If offered the position you must provide a Abstract Driving Record from the WA State DOL.
