The Whatcom County Executive’s Office is seeking to hire an experienced professional to fill the position of Policy and Communications Specialist to provide research, policy, and communications support for the highest priority Whatcom County initiatives. This position will assist with research, contracting, program development, communications, intergovernmental affairs, and policy analysis. They will also help develop and implements various community outreach efforts and programs and analyzes effectiveness.
Key job duties include:
- Researches and analyzes matters on behalf of the Executive’s Office. Conducts non-partisan analysis of policy and fiscal issues and impacts. Conducts, organizes, and prepares impartial and non-partisan analysis of legislation and policy issues that may be complex or controversial. Communicates results of analysis in a non-biased manner, written and orally, that is easy for decision makers and the public to understand.
- Designs, creates and produces brochures, publications, multimedia materials and presentations to promote community engagement and support community outreach and other associated programs.
- Works with Executive Office leadership and staff to ensure message consistency in materials produced for community meetings, media events, as assigned. Creates and maintains web content, including assisting with the County’ s social media presence. Monitors social media and website usage and analytics.
- Prepares press releases and other information for distribution to the public. Responds to questions from the media and public inquiries, as assigned and approved.
- Responds to constituent communications, in coordination with County departments, as directed. Assesses and assures compliance, interprets and applies regulations equitably, explains services, identifies customer needs and maintains effective relationships
- Prepares Requests for Proposals, Contracts, budget requests, and other funding related documents. Engages in all aspects of contracting process, including contract development, negotiation and monitoring. Works with grantors, contractors, County Finance, Prosecuting Attorney’s Office, and others to coordinate details and reach agreements.
- Assists with strategic communications and legislative affairs program.
- Drafts resolutions, memos, and ordinances as assigned.
