TITLE: County Engineer
DEPARTMENT: Public Works
REPORTS TO: Public Works Director/
Board of County Commissioners
JOB PURPOSE:
This position is responsible for the establishment, design, construction, alteration, and improvements of county roads and bridges as required by RCW 36.80 and WAC 126-10-030. The County Engineer assists the Director of Public Works in the planning, administration, and coordination of county engineering, solid waste, stormwater, road maintenance, and related activities.
NATURE OF WORK PERFORMED:
This position is given significant discretion, within the scope of policy and regulations, in the performance of their duties. Supervision and guidance are received from the Public Works Director and the Board of County Commissioners. Specifically, this position requires administration and direction of the following:
- Design, supervise, administer and inspect all construction projects
- Financial and budget plans for -projects managed or being developed by the County Engineer.
- Works to prepare six-year capital construction plans, road construction budgets, annual construction programs, and preliminary cost estimates.
- Coordinates with PW Director federal and state funding for road and bridge projects: prepares funding proposals, grant applications, reports and studies.
- Contract development/writing.
- Road and bridge design, inspection, construction and maintenance
- Engineering review/approval of plats and other developments.
This position requires interpretation of statutes, regulations and county policies related to public works activities. Work within this job description requires extensive contact with federal, state, tribal and local governmental agencies, private contractors, consulting engineers and the general public.
EXAMPLE OF DUTIES: (duties include the list of the “Nature of Work Performed” above, but are not limited to):
Examples of these activities include but are not necessarily limited to the following:
- Confer and interface with the public regarding public works issues.
- Necessary duties will include written correspondence and attendance at meetings.
- Participate in Regional Transportation Planning Organization and efforts.
- Present plans, project status and all approval items to the Board of County Commissioners during open public meetings.
- Administer public works projects.
KNOWLEDGE AND ABILITIES:
Following are requirements for knowledge for successful completion of job duties associated with this position. If knowledge is not already possessed in certain areas, the successful candidate must have the ability to acquire the knowledge sufficiently and in a timely manner to perform the job satisfactorily.
- Civil engineering techniques as they pertain to roadways, landfill, stormwater and bridges.
- Hydrogeologic principals as they relate to landfill operation including groundwater monitoring.
- Current literature, trends and developments in public works.
- Applicable federal, state and local laws and regulations relating to public works functions.
- Must be able to utilize communications equipment necessary to perform required duties.
- Maintains a high standard for accuracy, completeness and efficiency in the preparation of reports.
- Independent and self-motivated to complete required deadlines while simultaneously completing other tasks.
- Generally, works indoors in a clean, climate-controlled workspace: occasionally work outdoors, sometimes during inclement weather. Visits job sites that require walking on uneven, rocky, or rough ground may involve exposure to heavy construction equipment, loud noises, dust, and debris.
- The employee must occasionally lift and/or move up to 50 pounds. Specific vision requirements include close, distance, color, night and peripheral vision, depth perception, the ability to adjust focus and read small print.
- The employee is regularly required to sit, talk, or hear, and use hand/finger dexterity to handle objects. The employee is occasionally required to stand, walk, stoop, kneel, crouch, or crawl and reach with hands and arms.
- Employee is required to maintain confidentiality of information within the department.
WORKING CONDITIONS:
This position may necessitate more than normal office hours, after-hours meetings, and during
emergencies. Most work will be accomplished in an office environment but may include
field visits to remote work sites, projects and inspections including hiking in field terrain and in
all weather.
NON-ESSENTIAL FUNCTIONS:
Establish and maintain good working relationships with public officials, employees and the
public: communicate using speaking and listening skills: prioritize and manage multiple projects:
use established fiscal procedures in determining appropriate budget estimates and
maintenance/repair costs and procedures; evaluate work situations and conditions and determine
appropriate courses of action.
EXPERIENCE AND TRAINING:
Bachelor of Science degree in Civil Engineering or related field with five (5) years of increasingly responsible engineering and management experience necessary to provide the knowledge and ability required.
MANDATORY LICENSES AND OTHER REQUIREMENTS:
Certificate of registration as a Professional Civil Engineer in the state of Washington or ability to obtain within six (6) months of hire.
Must have a valid driver’s license to travel to training, meetings and conferences.
Employee must clear a criminal background check and pre-employment drug screening.
