Kitsap County is seeking a motivated engineering professional to join its engineering team in the Department of Community Development to supports safe, sustainable, and well-planned community growth. As the Engineer 1, you will:Review residential, commercial, and land development applications for compliance with County engineering standards, development regulations, state requirements, and permitting criteria.
Evaluate engineering plans, technical reports, drainage analyses, grading plans, stormwater management systems, roadway improvements, utility extensions, ADA facilities, erosion control measures, and traffic mitigation proposals.
Analyze hydrologic and hydraulic models, including Western Washington Hydrology Model (WWHM) analyses, to ensure compliance with the Western Washington Phase II Municipal Stormwater Permit and applicable environmental regulations.
Coordinate engineering reviews with internal County departments, regulatory agencies, consulting engineers, and applicants while preparing detailed review comments and recommended permit conditions.
Serve as the engineering project coordinator for assigned Site Development Activity Permits (SDAPs), guiding projects from permit issuance through construction and final project closeout.
Review field revisions, engineer certifications, record drawings, and project documentation to verify compliance with approved plans, engineering standards, and permit requirements.
Provide technical guidance to property owners, developers, contractors, consulting engineers, and the public regarding development regulations, engineering standards, permitting requirements, and project compliance.
Support construction inspection and code compliance staff by providing engineering evaluations and technical expertise for development-related issues and field conditions.
Prepare technical memoranda, correspondence, permit documentation, and engineering records using permitting systems, GIS applications, and plan review software.
Collaborate with County departments and external agencies to promote consistent interpretation of engineering standards while contributing to continuous improvement initiatives that enhance permitting efficiency, customer service, and engineering practices.

What you bring:

Registration as an Engineer-in-Training (EIT) OR
Bachelor’s degree in Civil Engineering, Construction Management, or a closely related engineering discipline from a college or university accredited by an agency recognized by the US Department of Education OR
Four years of qualifying engineering experience under the direct supervision of a licensed Professional Engineer
Specialized Engineering ExpertiseWorking knowledge of civil engineering design principles, engineering mathematics, surveying practices, engineering specifications, and construction standards.
Experience reviewing engineering plans, technical calculations, hydrologic and hydraulic analyses, and development proposals.
Understanding of Western Washington stormwater regulations, Low Impact Development (LID) principles, and hydraulic modeling software, including WWHM.
Ability to interpret engineering drawings, legal property descriptions, maps, technical reports, codes, ordinances, and engineering specifications.
Proficiency using engineering software, permitting systems, GIS applications, and other technical analysis tools.
Communication & Interpersonal SkillsAbility to clearly explain complex engineering requirements and technical findings to developers, property owners, contractors, public officials, and community members.
Strong written communication skills for preparing technical memoranda, permit documentation, engineering review comments, and project correspondence.
Additional Preferred QualificationsProgressively responsible experience in civil engineering design, engineering plan review, site development, or public infrastructure projects.
Lead or supervisory experience is desirable and demonstrates readiness for future professional growth.
Professional Engineer (PE) licensure or Washington State Engineer-in-Training certification is highly desirable.
Graduation from an ABET-accredited engineering program is preferred and provides the technical foundation necessary for professional engineering practice.
