Status:        Regular Full-time, 40 hours per week; Exempt FLSA status.

Salary:        The starting salary range is $85,000 – $91,000 annually, DOE, with full benefits.

Location:   Puget Sound Regional Council, Downtown Seattle, Washington; The position is eligible for hybrid work but does require in-person attendance at meetings, events, site visits and legislative events, as well as on-site work as much as 3-4 days per week.

THE POSITION:
PSRC is seeking a Government Relations Analyst to join the Government Relations and Communications Department. This position will independently perform a variety of mid-level legislative tracking, analysis, research, and support activities. In addition, the incumbent will provide advice, analysis, and research on government relations activities including legislation and policy matters, as well as participate in the development of state and federal legislative strategies for PSRC. The incumbent will monitor committee hearings and floor debates, correspond with state and federal law makers and staff, and schedule, coordinate and attend meetings, hearings, town halls, and other events. In addition, the position requires the ability to research bills, policies, current laws and topics, including those issues impacting local governments such as regional or local growth management, transportation planning, and housing.

An ideal candidate for this position will have excellent interpersonal skills, with the ability to establish and maintain effective working relationships with elected officials, PSRC and other agencies’ staff, private organizations, and the public. In addition, the incumbent will possess the ability to communicate effectively, with exceptional writing skills, including the ability the communicate technical information in ways that are understandable to a variety of audiences.

THE CANDIDATE:
The ideal candidate will have:

·  Knowledge of principles and practices of public relations and public involvement processes.

·  Ability to plan, manage, and prioritize multiple projects and responsibilities at the same time under time constraints.

·  Ability to work independently.

·  Knowledge of local, state, and federal governments, legislative processes, and issues impacting local governments, including growth management, transportation planning, and housing.

·  Ability to meet deadlines under pressure.

·  Experience researching, writing, and presenting information about regional and local planning.

·  Knowledge of current public policy, planning strategies and legislation related to regional transportation and growth planning issues, including implementation of the Washington State Growth Management Act.

EXPERIENCE AND EDUCATION:
Typical ways in which incumbents acquire the necessary knowledge, skills, and abilities include:

·  Bachelor’s degree in public policy, law, government relations, or related field.

·  Four years increasingly responsible experience researching and analyzing policy and legislative developments.

·  Experience in communicating complex public policy issues impacting local governments, including regional or local growth management, transportation planning, and housing is desirable.

·  Or, any combination of lived and educational experience that would provide the applicant with the desired skills, knowledge, and abilities required to perform the job.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
