This is an exceptional opportunity for a strategic and forward-thinking leader to shape the operational excellence of a dynamic public service department. As a program supervisor, this role stands at the intersection of analytics, technology, regulatory compliance, and public service. You will lead advanced management analytics and technology teams, oversee statutory permit review programs, administer public records and noticing functions, and provide operational insight. Your work will directly affect customer experience, departmental financial sustainability, and compliance with state-mandated timelines. As the Operations and Data Analytic Supervisor, you will:

  • Lead advanced technical oversight of departmental operations, translating complex permit and operational data into actionable performance metrics that guide executive leadership decision-making.
  • Oversee administration of the 2×6 Permit Review Program, ensuring sustained compliance with Senate Bill 5290 processing requirements, optimizing workflows, prioritizing project assignments, and aligning staff capacity with performance targets.
  • Conduct complex financial projections, analyze workload impacts on staffing and fee structures, and recommend fiscally responsible adjustments of the department’s $4 million operations program budget.
  • Supervise professional, technical, and administrative staff, balancing workloads to meet immediate and long-term program needs while conducting quality assurance reviews, performance evaluations, and implementing corrective or disciplinary actions as necessary.
  • Drive enterprise-wide process improvement initiatives through structured methodologies such as Lean Six Sigma, facilitating the department’s Green Belt/Innovation Team and ensuring measurable, sustainable operational enhancements.
  • Ensure compliance with federal and state records retention laws by administering the department’s records management program, coordinating with state and County records authorities, and transitioning legacy paper systems to accessible electronic platforms.
  • Administer public disclosure and noticing functions, coordinating with legal counsel on sensitive requests and ensuring adherence to statutory timelines and parliamentary procedures.
  • Provide consultation and professional reports internally and externally, maintaining collaborative partnerships that strengthen transparency and public trust.
  • Implement system customizations, technology enhancements, workflow refinements, and policy updates that improve customer service delivery, productivity, and departmental performance outcomes.

What You Bring:

Professional Credentials/Licensing:

  • Lean Six Sigma Green Belt or Black Belt Certification (preferred), demonstrating formal training in structured process improvement methodologies essential for optimizing complex operational systems.

Educational Excellence:

  • Bachelor’s Degree in business administration, management analytics, finance, or a closely related field from an accredited institution (required).
  • Master’s Degree in a related discipline (preferred), supporting advanced analytical, operational, and leadership capabilities.
  • Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements.  Work experience is essential and cannot be replaced by additional education.

Leadership/Management Experience:

  • Minimum four (4) years of progressively responsible experience related to business/management analytics, business operations, or finance.
  • At least one (1) year of direct supervisory experience

Specialized Expertise:

  • Advanced knowledge of workflow analysis, performance measurement, and enterprise process improvement methodologies.
  • Experience developing and monitoring management analytics dashboards, statistical reporting, and financial projections.
  • Knowledge of public records laws, records retention requirements, and disclosure compliance.
  • Demonstrated ability to develop, implement, and control division-level budgets.
  • Proficiency with business intelligence tools, SharePoint governance, structured system/process mapping, and enterprise productivity platforms.

Additional Preferred Qualifications:

Experience coordinating with legal counsel on compliance or public disclosure matters.
Demonstrated success leading innovation or enterprise improvement teams.
Experience transitioning legacy systems to modern digital platforms to enhance transparency and public access.
