Job Description

The mission of the Snohomish County Planning and Development Services (PDS) Department is to enhance the quality of life for current and future generations by promoting protection of natural resources and facilitating the development of safe, sustainable and resilient communities.

PDS is seeking a highly motivated, self-directed, and solution-oriented Principal Planner to provide advanced-level professional planning and leadership within the Long-Range Planning Division. This position will be responsible for leading and managing major long-range planning initiatives, including comprehensive plan updates, countywide and regional policy development, and complex land use, housing, economic development, environmental, and capital facilities planning efforts.

The successful candidate will serve as a project manager for multiple concurrent planning projects and policy initiatives, coordinating across departments and with external agencies, jurisdictions, and the public. This role will also support public engagement efforts, represent the County in regional planning forums, and prepare and present recommendations to elected officials, boards, and commissions. A key responsibility of this position includes drafting and reviewing development regulations and code amendments to implement long-range planning goals and ensure consistency with state mandates such as the Growth Management Act (GMA) and regional frameworks like Vision 2050. The Principal Planner will also evaluate the effectiveness of existing plans and regulations, identifying opportunities for reform to address emerging community needs.

Ideal candidates will have:

  • Deep knowledge of long-range planning principles, policy analysis, and public sector planning frameworks.
  • Demonstrated experience in drafting, analyzing, and implementing land use codes and development regulations.
  • Experience managing multi-disciplinary projects with diverse stakeholders and timelines.
  • Familiarity with state and regional planning requirements, including the GMA, SEPA, and PSRC policy guidance.
  • Strong communication and facilitation skills, with the ability to lead public meetings, write clear and defensible policy reports, and represent the County in complex planning discussions.
  • A collaborative, team-oriented mindset with a commitment to innovation, equity, and continuous improvement.
  • Experience mentoring and supporting junior staff and contributing to a culture of engagement and excellence.
