As our next Assistant Director for Capital Facilities, you will guide high-performing professionals, manage complex capital portfolios, and ensure the County’s facilities remain mission-ready for decades to come.

About the Role

The Assistant Director for the Public Works Capital Facilities Division oversees the delivery of the County’s Capital Facility Program—including major construction, renovation, and maintenance projects that support administrative buildings, parks, utilities, public safety facilities, and more. This role provides strategic leadership across project management, engineering, design, and construction management functions. You will also lead the Facilities Maintenance Program, ensuring County buildings and grounds remain safe, reliable, and fully operational for employees, partners, and the public.

As the Assistant Director, you will:

Provide strategic direction and oversight to Capital Project Managers, Engineering Managers, and Construction Managers, ensuring the successful delivery of complex capital projects—on time, within budget, and at full scope. Offer executive-level client services that reflect and respond to stakeholder needs.
Direct the County’s Facilities Maintenance Program for administrative buildings, including asset management, preventative maintenance, custodial services, and grounds care. Ensure system reliability, high-quality service, and rapid response to customer needs.
Serve as a key member of the department’s executive leadership team, supporting the Director in setting strategic goals, policies, and operational frameworks. Coordinate division activities across County departments and external agencies. Represent the County on strategic committees, boards, and partnership initiatives.
Develop and manage the division’s operating budget and capital project budgets. Lead asset management planning, funding strategies, and project cost modeling to ensure readiness and fiscal accountability.
Support and develop staff through mentorship, training, and professional development. Oversee workload planning, assignments, and prioritization to ensure timely, efficient, and high-quality service delivery.

What you bring:

  • Bachelor’s degree in civil or environmental engineering, or a closely related field, and
  • Ten years of progressively responsible professional experience in engineering, planning, design, construction, or operations and maintenance of public or private facilities and infrastructure, and
  • Three years of managerial experience, and
    Registration as a Professional Engineer in Washington State—or the ability to obtain Washington PE registration within six months via reciprocity
  • Note: Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements.  Work experience is essential and cannot be replaced by additional education.

Preferred Qualifications

Master’s degree in a related field
Experience in financial management of facilities, utilities, or public agency operations, including budgeting, expenditures, contracting, and rate-setting
