We’re building something —a brand new Capital Facilities Division within our Public Works Department! This is about creating something from the ground up that will shape our community’s infrastructure for decades to come.
As the Construction Manager for Capital Facilities Division, you will:
- Lead high-impact infrastructure projects that directly improve your community’s quality of life, overseeing $50-100 million in annual capital facilities and improvement programs across public buildings, parks, and utilities.
- Shape the future of public infrastructure by managing complex, multi-stakeholder projects from conception to completion, working with engineers, contractors, utility companies, and government agencies to deliver critical community assets.
- Exercise significant autonomy and leadership in a newly established Capital Development and Delivery section, where you’ll have considerable latitude for independent judgment while building and leading both internal construction teams and external professional service partnerships.
- Bridge the gap between technical expertise and public service, presenting to elected officials, community groups, and the Board of County Commissioners while ensuring every project meets the highest standards of quality, safety, and fiscal responsibility.
- Develop the next generation of construction professionals through direct supervision and mentorship of construction personnel, while establishing new standards and procedures in this key leadership role.
What you will bring:
- Educational Foundation: Bachelor’s degree in construction management, civil engineering, or related field, with preference for advanced degrees in engineering or construction management from accredited institutions.
- Proven Leadership Experience: Minimum 5 years in construction management or project management, including 2+ years of supervisory experience overseeing construction teams, managing project development, and leading design reviews.
- Contract and Administrative Expertise: At least 1 year of contract administration experience, with deep understanding of construction contracts, specifications, change order management, and risk assessment.
- Technical Proficiency: Advanced knowledge of construction techniques, materials testing, project scheduling, and the ability to serve as a technical resource for design engineers on constructability and schedule development.
- Professional Credentials: Valid driver’s license required, with preference for Professional Engineer license in Washington State, Construction Management Association of America certification, or Project Management Professional (PMP) certification.
- Communication and Public Engagement Skills: Demonstrated ability to present complex technical information to diverse audiences, from contractors and engineers to community groups and elected officials.
- Problem-Solving Mindset: Proven track record of resolving complex, unique construction challenges with minimal supervision while maintaining compliance with codes, regulations, and contract requirements.

- Driving Requirements – The successful incumbent must meet the driving requirements of this position and submit a copy of the current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.

o Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
