PARTY CHIEF TECHNICIAN $60,225.36 – $73,378.56 Annually
Directs and assists the work of a survey crew consisting of one or more individuals, and performs other specialized phases of engineering. Performs skilled sub-professional engineering work in field or office. This is the full journeyman level of work in this series. Assignments are often complex and general in nature with occasional spot-check or conference-type supervision. Because of the limited number of employees in general, the position duties may be shifting and overlapping. Performance of a more difficult responsible task may be required to aid in the development of the employee for future advancement.
SENIOR PARTY CHIEF TECHNICIAN: $71,588.64 – $87,223.68 Annually
Serves as Senior Party Chief, inspector, and design checker. Directs and is responsible for the accuracy, completeness and quality of field surveys and for the efficient functions of the survey crew.
Essential Functions
PARTY CHIEF TECHNICIAN
Serves as Party Chief, Design Checker, Inspector, and other related work as required.
Directs and assists the work of the survey crew consisting of one or more individuals, and perform calculations necessary for field engineering when necessary.
Directs and is responsible for the accuracy, completeness and quality of field surveys and for the efficient function of the survey crew.
Executes difficult triangulation and traverse surveys, section breakdowns, supervises and conducts centerline layout for road construction, topos, cadastral profiles, cross sectioning, slope staking, computing grades in the field as necessary. Also computes curves, areas for material quantities, checks and reviews work of Engineers. Also, may do minor field design changes.
As a Party Chief, proficiently sets-up, operates and maintains all types of survey instruments such as transits, levels, Theodolites and equipment use in GPS. GPS equipment includes but not limited to transmitters, receivers, and Digital Levels. Creates a network of bases for countywide mapping.
On occasion, may perform construction inspections to ensure compliance with contracts, specifications, or departmental regulations.
Reads and interprets maps, engineering construction plans, and engineering design.
Performs fine mapping and drafting assignments, including free-hand sketching, lettering, titling, coloring, delineation, and other graphic illustration work.

Knowledge of:Basic math, Algebra, Geometry, Trigonometry and various engineering formulas and construction methods.
Specifications of all engineering and architectural standards.
Ability to:Perform skilled mapping, drafting or computation work in the office and/or surveying instrument work and construction inspection in the field.
Read and interpret blueprints.
Supervise unskilled and semi-skilled aides.
SENIOR PARTY CHIEF TECHNICIAN
As Senior Party Chief, proficiently operates, adjusts and maintains all types of survey instruments such as Transit, level, and theodolite on both location and construction projects. Execute difficult triangulation or traverse surveys, supervises and /or conducts centerline surveys; profiles, cross-sectioning, slope staking and all other related work. Does complete drafting of plans for portions of highways from lines determined in the field; uses judgement in determining the nature of curves and passing sight distances. Prepares contour and topographic maps, plans, profiles, cross sections, mass diagrams and other data; computes grades, curves, areas, material quantities; checks and reviews work of other draftsmen and computers as necessary; does minor structural design.
Exercise skills and judgement in dealing with the public in solving complaints and answering questions as to our methods, policies and ordinances.
In office: file organization and data storage, downloading of field data files, create drawings and design culverts and roads using data from field, draw maps using such data, prepare data for field crew in project staking of roads, culverts, right-of-ways, etc.
Prepare data for GIS and engineers.
In field: operation of GPS equipment for field data collection and base station operations equipment maintenance. Answer questions from the public on road projects, field crew surveys, etc. Show initiative in performing job functions. Perform related work as required. Regular, reliable and punctual attendance.

Minimum Qualifications
(Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.)
PARTY CHIEF TECHNICIAN
Associate’s of Arts Degree in Engineering or related field or successful completion of LSAW Assistant Senior Party Chief testing.
Two years as an Instrument Man Tech. OR Three years of construction surveying experience.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTSA valid Washington State Driver’s License
Maintenance of current skills and additional training as needed.

SENIOR PARTY CHIEF TECHNICIANBachelor’s Degree in a related field or successful completion of LSIT.
Two years of experience as Party Chief or equivalent.
Five years of construction survey experience.
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS A valid Washington State Driver license
First Aid/CPR/AED certification
LSIT may be obtained within one year of hire
Maintenance of current skills and additional training as needed.
