This position performs project management for assigned projects and assumes responsible charge of public works projects and programs relating to their development, design, construction, inspection, and administration. Functions as a project management expert in the field of Engineering. At Range 29, will also perform Professional Engineering duties for in-house project design.

– Salary upon hire is step 1 through 3 ($37.24 to $39.89 per hour) for a Project Manager, dependent upon qualifications.   Progressive increases are based upon years of service with Skagit County, up to step 10 total steps (top step $49.54).  Project Manager is range 28 of the General Salary Schedule (Non-Rep).  

– Salary upon hire is step 1 through 3 ($39.89 to $42.73 per hour) for a Project Manager (Professional Engineer), dependent upon qualifications.  Progressive increases are based upon years of service with Skagit County, up to step 10 total steps (top step $53.05).  Project Manager (Professional Engineer) is range 29 of the General Salary Schedule (Non-Rep).  

Essential Functions:
Aides the Assistant County Engineer/Engineering Division Manager with the planning, organizing, designing, administration, and management of public works construction projects.

Maintains responsible charge and project management of assigned public works projects such as: roadways, bridges, non-motorized facilities, storm drainage facilities, marine structures, etc., by utilizing both in-house staff and professional consultants.

Supervises, coordinates, and reviews the work of other engineering staff as it relates to assigned design and construction projects.

Directs the preparation of studies and preliminary field surveys for the design and construction of public facilities and infrastructure.

Performs or directs the research, collection, and compilation of the data and information necessary to produce the pre-design studies required in the preparation of public works projects.

Administers and/or coordinates project financing from federal, state, and local sources.

Develops, oversees, or contributes to the development of criteria for design, inspection, and maintenance of construction projects in coordination with a variety of interested parties such as: other Divisions of Public Works, other County Departments, State Agencies, Tribal Nations, Cities, Ports, Districts, etc.

Prepares or oversees preparation of project scope, environmental permits, right-of-way documentation, schedules, plans, specifications, and estimates (PS&E), and bid and construction documents of assigned public works projects.

Ensures that assigned public works projects performed are in accordance with contractual documents; communicates and/or directs the communication of contract plans and specification information into construction requirements; prepares or directs the preparation of records, reports, and other needed paperwork to document and track project activities and costs.

Develops and implements public involvement programs including attendance at public meetings and formal public hearings on proposed public works construction projects; prepares or directs the preparation of maps, exhibits, drawings, charts, and graphs; provides technical testimony as required.

Directs the design of public works projects including but not limited to topographic base maps, rights-of-way plans, utilities, road design, and presentation layouts.

Performs or oversees the requests for bids and bid evaluation process of assigned public works construction projects.

Performs or oversees construction management responsibilities including field inspections, materials testing, construction documentation, submittal reviews, pre-bid and pre-construction meetings, progress payments, changes orders, and project closeout.

Performs and/or directs the research, analysis, and creative resolution of engineering problems encountered during the construction of public works projects.

Analyzes, negotiates, and resolves construction claims submitted by Contractors.

Performs and/or oversees quality assurance and quality control programs including; design, contract administration, construction management, inspections, project control, construction claims prevention and resolution, etc.

Participates in preparing and monitoring of active project budgets.  Participates as a management team member in accomplishing departmental and section goals and objectives.

 

Supervisory:

This position has direct supervisory responsibilities.

Minimum Qualifications:
Any combination of the following: Bachelor of Science in Civil Engineering and 2 years experience in project management, or Engineering Tech Degree and 4 years experience in project management, or 6 years experience in project management.

Fully qualified Range is 28.  Fully qualified with professional engineer license is Range 29.

An equivalent combination of education and experience may be substituted which provides the skills, knowledge and abilities to perform the essential functions of the position.

  • Tools and techniques of preventing, analyzing, negotiating and resolving construction claims.
  • Supervisory practices and policies.
  • LAG Manual, WSDOT Standard Specifications, WSDOT Construction Manual, WSDOT Design Manual, WSDOT Standard Plans, and other project related materials.

Requires the ability to:

  • Communicate effectively both verbally and in writing;
  • Develop, organize, and present project-related information to the public in various forums;
  • Set project delivery goals and manage all project activities to meet these goals;
  • Efficiently utilize assigned staff, consultants, and other departmental and County resources to meet project delivery goals.

Licenses and/or Certifications:

A valid Washington State Driver’s License.
Registration as a Professional Engineer in the State of Washington is strongly desired.
Current Highway Runoff Manual certification from WSDOT is strongly desired.
Current certification as Certified Erosion Sedimentation Control Lead (CESCL) is strongly desired.

 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed both in an office environment and on project sites with varying weather and terrain. Physical effort is required for many of the activities including surveys, preliminary site evaluations, and construction inspections, etc.

Hazards: 

Normal hazards found in an office environment. Hazards on-site include adverse weather conditions, variable terrain, traffic, and heavy construction equipment.
