The salary range for this position is $8,015.00 – $10,542.00 monthly.

Thurston County Public Works is recruiting for a Senior Management Analyst to join our dynamic, energetic, and innovative Business Services team. The successful candidate will be the lead financial position at Public Works, responsible for all financial, budgeting, procurement, and payroll functions of the department. This position is responsible for the design, preparation, and publication of the department’s budget, related financial reports, and revenue forecasts. This position will be a member of the department’s leadership team.

Essential functions may include, but are not limited to, the following:

  • Develops and monitors the department’s budget and reviews reports and statements for adherence to budget and legal requirements.
  • Manages and oversees the Public Works financial and procurement teams, including evaluating the work of subordinate employees as necessary. Recommends selection of staff, establishes goals and objectives, evaluates performance, and takes corrective action or recommends disciplinary action when necessary.
  • Leads and oversees the implementation and ongoing processes of the County’s financial system, TC Connect, for the department and works closely with the Financial Services and Budget Office to provide feedback and to ensure compliance with all financial and legal requirements.
  • Coordinates the Capital Improvement Program financial data for the department.
  • Develops, analyzes, modifies, and updates manual and computerized financial models and programs; develops cash flow and fiscal impact models. Analyzes expenditure and cost data to identify problems and achieve better economy in operations.
  • Oversees the preparation of special statistical, cost, and financial reporting; develops, analyzes, evaluates, and reports on cash flows, fiscal impacts and deferred revenue and other fund reserve designations. Provides financial research and analysis services, determines and applies research methods and analyzes and interprets cost accounting and financial data.

Essential Personnel: This position is considered to be an essential worker and may be required to work during non-business hours or closures in order to meet operational requirements and needs.

WORKING CONDITIONS:

  • Work Environment – Primarily in an office setting, however there may be an opportunity to work remotely on an occasional basis.
  • Schedule – Monday – Friday, 8:00 a.m. – 5:00 p.m. Workload demands may require work outside the assigned work hours.
  • Travel Requirements – Occasional travel may be required to attend meetings or trainings.
  • Customer Interactions – Daily interactions via phone, in-person, and video with Thurston County staff and the public.

QUALIFICATIONS:

  • Bachelor’s degree in finance, accounting, business administration or related field. Any equivalent combination of education and/or experience may be substituted for education on a year for year basis.
  • Six years of increasing responsible experience in analysis, design, forecasting, and planning of local government budgets, budget management, and support processes.
  • Depending upon the hiring department, incumbents may be required to have two years of supervisory experience.
  • Ability to utilize a personal computer and applicable software to successfully perform the essential functions of the position.

 

DESIRED SKILLS:

  • Graduate level course work in accounting or systems and/or possession of a certificate as a Certified Public Accountant in the State of Washington.
  • Knowledge of pertinent local, state, and federal laws.
  • Ability to interpret policies and procedures and to analyze complex problems.
  • Demonstrated ability to provide financial analysis for public service activities and projects.
  • Demonstrated ability to motivate and direct and prioritize the work of other employees.
  • Demonstrated ability to design, implement and control complex accounting and financial systems.
  • Knowledge of BARS (Budgeting Accounting Reporting System), GAAP (Generally Accepted Accounting Principles) and various reporting systems.
  • Ability to communicate effectively both in writing and orally.  Ability to elicit cooperation, enthusiasm, solve conflicts and coordinate efforts smoothly amongst diverse participant members.
